Out of the Loop...
"The Loop" was not a very good show, but it did have one shining thing in it that was worth saving - the character "Derek", the guy who is always in the elevator. It's unnecessary to set these clips up, which is what makes Derek so wonderful as a comedic character:

Derek has the Shine
Daerek and the Window
Derek and the Sketch Pad

And here's Derek out of the elevator:

Derek, the Annoying College Buddy

It's kind of sad. Derek only works in small doses, so he couldn't have his own show. But couched in a sub-prime show like "The Loop", he is destined to be canceled. Derek belongs in commercials or shorts. (It just so happens the actor is in those "Need a Moment" Twix commercials, but not really playing Derek, sadly. He apparently also hosts the in-store EB show.)

Ah well. Derek, we hardly knew ye.

The Endearingly Extreme Bit-Character is one of those characters that can shine in a terrible show, or can raise a good show up to a great show (or book, or movie, etc).

The Janitor in Scrubs is probably my favorite example, and Arrested Development had so many that it could probably have a spin-off of just Endearingly Extreme Bit-Characters, if it weren't for the fact that "Steve Holt! the Sitcom" probably wouldn't hold together for very long.

I have a feeling Barney might have been originally written to be that endearingly extreme bit-character...but NPH hammered him so hardcore, they wrote him in full time. Yet he still kinda feels like bit, just...lots and lots of bit.

Barney in How I Met Your Mother, of course.

I have never even heard of the show, but I really like, "It'll cut your fingers to ribbons."

Wow. That is a seriously well written character, who is hilarious in 30 second doses and would be AWFUL in anything greater.

That was really funny. I think the "Derek" character could live on in Short-Attention Span Theater. I'd look him up on an iPhone...
